É mestre em Engenharia da Produção Florestal pela Universidade de Trás-os-Montes e Alto Douro, e exerce, desde 1989, funções nos serviços públicos de administração florestal (atual Instituto da Conservação da Natureza e das Florestas), onde desempenhou cargos de direção (diretor de serviços e chefe de divisão) com atribuições nas áreas da gestão, inventariação e alienação de recursos florestais.
Liderou a gestão e a execução de vários projetos e tem desenvolvido trabalhos nas áreas de biometria, modelação e ordenamento florestal.
