Manuel Franco Charais, nascido no Porto em 1931, é tenente-general reformado do Exército Português. Desempenhou missões militares em Portugal Continental, Açores, Madeira, Angola e Moçambique. Militar de Abril, colaborou na redação do programa do Movimento das Forças Armadas e, entre 1974 e 1982, integrou a Comissão Coordenadora do MFA, Conselho de Estado, Conselho de Revolução e comandou a Região Militar do Centro. Foi condecorado com a Grã-cruz da Ordem da Liberdade, Medalha de Ouro de Serviços Distintos com Palma e Grau de Cavaleiro da Ordem de Aviz. Desenvolveu durante 14 anos um projeto de cooperação técnica com Angola, Moçambique, Cabo Verde e S. Tomé e Príncipe. Pintor autodidata, dedica-se hoje por inteiro às artes plásticas, tendo participado, conjuntamente com Stela Barreto, em exposições por várias cidades portuguesas e também em Espanha, Alemanha, Áustria e França. Foi convidado de honra no 1.º Concurso de Artes Plásticas de Angoulême.
