Economista, doutorado pelo Institut d’Etudes Politiques de Paris. Exerceu diversas funções e cargos públicos e de gestão privada e associativa, tendo sido, designadamente, Secretário de Estado da Segurança Social (1995-99), Secretário de Estado da Indústria, Comércio e Serviços (2001-02), Presidente das Comissões de Avaliação de Propostas nos Concursos das PPP-Saúde (2006-11), Presidente da Fundação INATEL (2013-15), Administrador do Montepio Geral (2016-18). É professor aposentado da Universidade de Lisboa (ISEG). Tem desenvolvido estudos e intervenções sobre economia e políticas sociais, tendo publicado diversos livros e artigos sobre estes temas.
