Steel nasceu em Nova Iorque, filha de mãe portuguesa e pai alemão, e passou grande parte da juventude em França. Galardoada de vários prémios literários distintos, é ainda fundadora e dirigente de duas instituições de solidariedade.
Mãe de nove filhos, vive entre Paris e São Francisco.
