Carlos Gaspar é investigador do Instituto Português de Relações Internacionais e professor associado convidado da Faculdade de Ciências Sociais e Humanas da Universidade Nova de Lisboa. Consultor da Casa Civil do Presidente Ramalho Eanes (1977-1985) e do Presidente Mário Soares (1986-1996), foi assessor político da Casa Civil do Presidente Jorge Sampaio (1996-2006). Diretor do Instituto Português de Relações Internacionais (2008-2011). É também assessor do Conselho de Administração da Fundação Oriente. Comentador de política internacional, colabora regularmente com o Público, TSF, Radio France Internationale, RTP, RDP e SIC.
