Engenheiro civil.
É provedor do cliente de transportes públicos e presidente do museu e do centro de congressos da Alfândega do Porto. É ainda dirigente da Ordem dos Engenheiros e fundou o Sindicato dos Engenheiros do Norte.
Foi Ministro da Defesa Nacional do XI Governo Constitucional, presidiu à Câmara Municipal do Porto, foi governador civil, vice-presidente do PSD, e deputado à Assembleia da República.
Foi director da EDP e presidente da Sociedade de Transportes Colec-tivos do Porto.
Colabora habitualmente na imprensa, rádio e televisão.
