António Chaves Fidalgo nasceu em Montalegre, a 13 de setembro de 1965. Licenciado em Segurança Social e pósgraduado em Economia e Política Social, é professor do Ensino Superior desde 1988, e, atualmente, secretário-geral do ISTEC.
Coordenou trabalhos de investigação social aplicada para diversas instituições, nomeadamente, para o Ministério do Trabalho e da Segurança Social, Ministério da Saúde e Montepio Geral. É coautor da publicação Bytemática, da Editora CTI. Foi responsável por vários artigos e cursos de formação na área do Republicanismo e da Maçonaria e é, também, coautor do livro A Maçonaria e a Implantação da República em Portugal, publicado pela Casa das Letras.
