Álvaro Rocha é Agregado em Ciências da Informação, Doutor em Tecnologias e Sistemas de Informação, Mestre em Informática de Gestão e Licenciado em Matemáticas Aplicadas.
É Professor da Universidade de Coimbra, Investigador do CISUC (Centro de Informática e Sistemas da Universidade de Coimbra), Investigador Colaborador do LIACC (Laboratório de Inteligência Artificial e Ciência de Computadores) e Investigador Colaborador do CINTESIS (Centro de Investigação em Tecnologias e Sistemas de Informação em Saúde).
É Presidente da AISTI (Associação Ibérica de Sistemas e Tecnologias de Informação), Presidente do Capítulo Português da Sociedade IEEE SMC (Systems, Man, and Cybernetics), Editor-Chefe do Journal of Information Systems Engineering & Management, e Editor-Chefe da RISTI (Revista Ibérica de Sistemas e Tecnologias de Informação).
Tem atuado como Vice-Presidente de Peritos no Horizonte 2020 da Comissão Europeia e como Perito no Ministério Italiano da Educação, Universidades e Investigação.
